Well you have to make a layout stylesheet.
That is what changes the layout around and such.
You can learn how to make a stylesheet from createblog.com.
And to put them in your blog, there a a few ways to do that, you can make a screen shot then put the code in a textarea box, or you can use mylayouthost.com, or you can make live profiles.
Once you get use to all that mumbo jumbo, it s acctually quite easy. =]

you can use yola.com, its a free subdomain(Meaning your URL would be like: http://www.WHATYOUWANTHERE.yolasite.com) or you can get rid of the "Yolasite" part for $20/year
If you insist on using Access, which you seem to already know is a really bad idea for a web site, then I would store the contents of you blog entries in external files. The less you put in the Access database the better you will be.
